22/10 10:00 Round table with STA in Dnipropetrovsk oblast - EBA Dnipropetrovsk Branch took place at the State Tax Administration of Dnipropetrovsk oblast. The participants discussed VAT payment and refund issue, as well as appeal of STA decisions in pre-trial and trial procedure.
Mr Vitaliy Myronenko, Head of the Department for Taxation of Legal Entities of the STA in Dnipropetrovsk oblast, reported about VAT payment and refund in Dnipropetrovsk region. He informed that VAT taxpayers filled the State Budget with UAH 2,335 bln in January-September 2008, which is 27% more than in 2007. The largest VAT payments was made by mining and railway sectors. UAH 3,317 bln of VAT was refunded. Mr Myronenko shared the results of electronic reporting system integration at all state bodies of the city. He marked that number of errors decreased in four times in comparison with the beginning of this year.
Mr Yevgen Golenko, Head of STA Appeals Department, informed that during January-September period STA in Dnipropetrovsk region received 388 complaints. Out of 857 reviewed decisions 722 decisions were not changed, 135 decisions were partially or fully canceled. Recall percentage is 1,5 times lower than in 2007.
Mr Oleg Basan, Head of the Legal Department commented on the the reasons of appeal of STA decisions in courts. One of the main reasons was the imperfection of current tax legislation. According to Mr Basan, during 8 months of 2008 1533 cases were sent to the court, 499 cases were tried on the ammount of UAH 1,769 bln, Decisions from 41,5% of cases were made in favor of the Tax Administration.
Participants of the meeting arrived at a conclusion that the next step of STA development could be adoption of the Tax Code.
