14/09/2006 Round table meeting of the representatives of the EBA Western Ukrainian Branch with Mr. Khylyuk, the Head of STA in Lviv Oblast on the subject of current situation on VAT refund for foreign companies operating in Lviv Oblastwas held at the STA in Lviv Oblast. The following persons represented the STA:
- Mr. Khylyuk – the Head of STA in Lviv Oblast;
- Mr. Basarab – the Deputy Head of STA in Lviv Oblast;
- Mr. Berbeka – the Deputy Head of STA in Lviv Oblast;
- Mr. Kresyak – the Chief of the Legal Entity Taxation Department.
According to the agreement reached during last round table meeting, the following two problems were discussed during the meeting:
1) detailed explanation of technical reasons for VAT non-reimbursement according to the EBA Western Ukrainian Branch members’ requests;
2) ways for solution of the problem on VAT reimbursement collected during the first 12 months for newly-established companies through sending of official requests both from the EBA and the STA in Lviv Oblast to the STA of Ukraine.
Mr. Khylyuk declared, that the budget had enough money to reimburse VAT; and the STA even underused the necessary money.
Besides, the other following problems were highlighted during the meeting:
- compiling of “the white list” of companies which are honest tax payers (the EBA member-companies should be included to this list), that is being prepared by the STA in Lviv Oblast;
- control over the companies illegally paying salaries to their employees (salary in “envelopes”), which are competitors for the companies operating transparently, namely foreign companies, that causes labour force losses;
- control over fake companies-sub-suppliers, as a result of cooperation with which investors can not reimburse their VAT.
Both parties thanked each other for the fruitful meeting and expressed hope for future close cooperation.
