On 25 June 2008 the EBA attended the round table held by National Institute of Strategic Studies on discussion of the Draft Law on Public Procurement of Goods, Work and Services from Public Funds No 2263-1 approved in the first reading on 20 May 2008. The main shortcomings of the Draft discussed by the participants are the following: The Parliamentary Committee on Taxation and Customs recommends Verkhovna Rada to approve as a basis the Draft Law on Amendments to the Article 5 of the Law on Corporate Profit Tax (hereinafter – the Draft). The Draft provides for introduction of a simple and accurate procedure to confirm business trips and interprets relevant business trip costs as a company's gross expenditures. Extended session of the Working Group on Taxation and Customs Policy under the CMU Investors Council (Working Group) was held in the premises of the Ministry of Finance of Ukraine on 2 July 2008. One of the major discussion points of the meeting was consideration of the EBA proposals regarding taxation of marketing charges, establishment of transparent rules for declaring gross expenses for transactions in foreign currency and chargeless software for electronic VAT administration. On 11 June 2008 the Cabinet of Ministers of Ukraine adopted the Resolution No. 824-p on Measures to Implement a Review of Regulatory Acts in Sphere of Land Use, Construction and Tourism. The respective document was issued in terms of the second phase of quick deregulation in the construction, land and tourism sectors within the framework of the TIBA project launched by the USAID to provide technical assistance to the Government of Ukraine and the private sector to promote trade, investment and business development and to help Ukraine integrate into the world economy.
